In 1966 still a popular comic book villain.
Popular enough to make the transition to TV on the series BATMAN. One of the few villains to last all three seasons played by the same actor, Burgess Meredith.
In between the First and Second seasons, the Producers released a BATMAN theatrical film, which featured the 4 best villains: The Joker, The Riddler, Catwoman and, of course, The Penguin.
In this 1966 set of Trading Cards by National Periodical Publications, The Penguin was depicted looking like this by various artists.
On the 1969 Filmation cartoon THE ADVENTURE OF BATMAN, The Penguin made several appearances, voiced by Ted Knight. Here is a scene from the episode A BIRD OUT OF HAND.
On two 1972 episodes of the TV cartoon THE NEW SCOOBY DOO MOVIES, produced by Hanna-Barbera, Batman and Robin teamed with Scooby and the gang to battle The Joker and The Penguin. The episodes were entitled: The Dynamic Scooby-Doo Affair and The Caped Crusader Caper. Thanks to Joel Baxter.
In the 1973 debut issue of SUPER FRIENDS, based on the new TV cartoon, several villains appeared, including The Penguin.

From 1992, through 1998 on BATMAN THE ANIMATED SERIES, later THE BATMAN ADVENTURES, The Penguin resembled the film portrayal by Danny DeVito. This Oswald was voiced by super songwriter and Smokey And The Bandit co-star Paul Williams. The character debuted on BTAS in I'VE GOT BATMAN IN MY BASEMENT on September 30, 1992. He returned many times including in two of the series' best episodes ALMOST GOT 'IM (11/10/92) and THE MECHANIC (1/24/93).
